P-7807u TME unlocking/PLL mod help

Hey there! I'm a long time reader and first time poster here. Hoping I can get some help because most of the useful links and pictures I've found here and elsewhere are dead.

I've found my PLL which actually ends with a k and not an F...

I've read two success methods to pin mod. One was to simply snip pin 11 and the other to solder a 10k resistor from it to ground.

Question - what ground would I solder to? A ground pin on the PLL or something else?
