Low Frame Rate GE62 Apache Pro 055

Today i got my laptop from Xoticpc after 2.5 weeks of waiting. I tried to play one of my favorite steam games which is America's Army: Proving grounds but could not because my frame rate would vary between 19 frames and some times it would go to 40 but for the most part it was in the low 20's. I had Xoticpc reintall the os so the bloatware is out but i do not know if that affected any of the settings the MSI orginally came with. The 19 to 40 frames is with the laptop plugged in.
